What Is a Human Settlement? Rural vs Urban

A human settlement is any cluster of dwellings — from a hamlet to a metropolis — where people live and command territory as their economic support-base, so settlement inherently means grouping people and apportioning land as a resource base. Rural settlements are small, sparsely spaced and live off land-based primary activities, while urban settlements are fewer, larger and specialise in secondary and tertiary activities. Cities act as nodes of economic growth, supplying goods and services to their rural hinterlands in exchange for food and raw materials, linked by transport and communication networks.

  • Rural: primary activities; intimate, informal social relations; less mobile people.
  • Urban: processing, manufacturing and services; complex, fast life with formal relations.
  • Hinterland = the rural area a city serves and draws food/raw materials from.
  • Size shapes a settlement's economy, social structure, ecology and technology.

Types of Rural Settlements (and Why They Form)

Rural settlement form depends on the extent of built-up area and inter-house distance, shaped by physical, cultural/ethnic and security factors. India recognises four types — clustered, semi-clustered, hamleted and dispersed — each tied to specific regions and conditions. The compact clustered village dominates the northern plains, while fragmented terrain produces scattered dispersed huts.

  • Clustered/nucleated: compact, geometric (rectangular/radial/linear); alluvial plains, NE states, security zones (Bundelkhand, Nagaland) and water-scarce Rajasthan.
  • Semi-clustered/fragmented: social segregation pushes lower strata to village fringes; Gujarat plain, parts of Rajasthan.
  • Hamleted: several physically separated units sharing one name (panna, para, palli, nagla, dhani); middle & lower Ganga plain, Chhattisgarh, lower Himalayas.
  • Dispersed/isolated: huts scattered by fragmented terrain; Meghalaya, Uttarakhand, Himachal Pradesh, Kerala.

Defining an Urban Settlement (Census Criteria)

The Census of India (1991) sets statutory, demographic, occupational and density thresholds that must be met together for a place to be classed urban. Urban centres are compact, large and perform non-agricultural, administrative and service functions, connected to villages directly and through a chain of market towns. This precise definition is among the most heavily tested points of the chapter.

  • Statutory: a municipality, corporation, cantonment board or notified town area committee.
  • Population: minimum 5,000 persons.
  • Occupation: at least 75% of male workers in non-agricultural pursuits.
  • Density: at least 400 persons per sq km.

Evolution of Towns in India

Indian towns flourished since prehistoric times — Harappa and Mohenjodaro existed in the Indus Valley — and evolved with periodic ups and downs until Europeans arrived in the eighteenth century. By their period of origin they are classified as ancient, medieval and modern. Ancient towns (over 2,000 years old) grew as religious/cultural centres; medieval towns rose as forts and princely headquarters; modern towns began as European trading ports and British administrative nodes.

  • Ancient: Varanasi, Prayag (Prayagraj), Pataliputra (Patna), Madurai.
  • Medieval (~100 towns): Delhi, Hyderabad, Jaipur, Lucknow, Agra, Nagpur.
  • Modern: ports (Surat, Daman, Goa, Pondicherry); British nodes Mumbai, Chennai, Kolkata; industrial Jamshedpur (post-1850).
  • Post-independence: administrative (Chandigarh, Bhubaneswar, Gandhinagar, Dispur), industrial (Durgapur, Bhilai, Sindri, Barauni), satellite (Ghaziabad, Rohtak, Gurugram).

Urbanisation in India

The level of urbanisation is the percentage of urban population to total population; in 2011 it stood at 31.16%, still low against developed countries. Total urban population grew eleven-fold during the twentieth century, driven by the enlargement of existing centres and the emergence of new towns. Notably, the growth rate of urbanisation has slowed over the last two decades.

  • 1901: about 10.84% urban with 1,827 towns.
  • 2011: 31.16% urban with 6,171 towns/UAs.
  • Drivers: bigger existing cities plus newly emerging towns.
  • Concern: pace of urbanisation slowing despite a low base.

Functional Classification of Towns

Beyond their nodal role, many towns specialise in a dominant function, though every town performs several. On the basis of their leading activity, Indian towns fall into nine broad classes. Because functions are dynamic, specialised towns that grow into metropolises become multifunctional — industry, business, administration and transport intertwine until no single class fits.

  • Administrative (Chandigarh, New Delhi); Industrial (Mumbai, Jamshedpur, Bhilai); Transport (ports Kandla, Cochin / hubs Agra, Katni).
  • Commercial (Kolkata, Saharanpur); Mining (Raniganj, Jharia, Digboi, Singrauli); Garrison/Cantonment (Ambala, Jalandhar, Mhow).
  • Educational (Roorkee, Pilani, Varanasi); Religious/cultural (Varanasi, Tirupati, Ajmer, Pushkar); Tourist (Shimla, Mussoorie, Ooty, Mount Abu).
  • Functions are not static — cities evolve into multifunctional metropolises.

Smart Cities Mission

The Smart Cities Mission aims to promote cities offering core infrastructure, a clean and sustainable environment and a decent quality of life to citizens. It applies 'smart solutions' to make services efficient and areas less disaster-prone while using fewer resources. The approach is area-based, sustainable and inclusive, building replicable 'lighthouse' models for other aspiring cities.

  • Method: smart solutions, compact area-based development, replicable lighthouse model.

Key terms

Human settlement
A cluster of dwellings of any size where people live and command territory as their economic base.
Hinterland
The rural surrounding area that supplies a city with food/raw materials and is served by it.
Clustered (nucleated) settlement
A compact, closely built village with a distinct living area and a recognisable geometric pattern.

Hamleted settlement

Traps to avoid

  • The census criterion is '75% of MALE WORKERS in NON-agricultural pursuits' — not 75% of total population, and not the 'primary sector' (the classic NCERT exercise distractor).
  • Dispersed settlements occur in hills/forests (Meghalaya, Uttarakhand, Himachal, Kerala, NE) — NOT in arid Rajasthan or the alluvial Ganga plain, which favour clustered/semi-clustered.
  • Compact (clustered) villages arise from BOTH water abundance (fertile plains) AND water scarcity (Rajasthan, to maximise limited water) — not only fertile plains.
  • Semi-clustered ≠ hamleted: semi-clustered = one segregated offshoot of a single village (Gujarat/Rajasthan); hamleted = many separate units with a common name (Ganga plain, Chhattisgarh).
  • Bhopal is NOT on a river bank (it is famed for lakes), whereas Agra (Yamuna), Patna (Ganga) and Kolkata (Hooghly) are riverine — a recurring PYQ.
  • Don't mix town-era examples: Jaipur and Agra are medieval, Jamshedpur is modern-industrial, Varanasi is ancient.
