Manufacturing: Meaning and Why It Is the Backbone
Manufacturing means producing goods in large quantities by processing raw materials into more valuable finished products, and it constitutes the secondary sector. The level of manufacturing is treated as the measure of a country's economic strength because it modernises agriculture, absorbs surplus farm labour into secondary and tertiary jobs, and earns foreign exchange through exports. Industry and agriculture are interdependent, not rivals — agro-industries supply pumps, fertilisers and tools that raise farm productivity, while farms supply raw materials. Under globalisation, self-sufficiency alone is not enough; Indian goods must match international quality to stay competitive.

Classification of Industries (5 Bases)
Industries are classified on five criteria, and UPSC loves matching the right example to the right basis. By raw-material source they are agro-based or mineral-based; by role they are basic/key (feed other industries) or consumer (direct use). By ownership they split into public, private, joint and cooperative sectors, while capital investment separates small-scale units and bulk/weight separates heavy from light industries.

Agro-based Industries: Textiles and Sugar
Cotton textile is the flagship agro-industry — the only industry self-reliant and complete across the entire value chain from raw cotton to highest value-added cloth, and a major source of employment and foreign exchange. It first concentrated in Maharashtra and Gujarat due to raw cotton, moist climate, ports and labour; India is world-class in spinning but weak in weaving. Jute is centred on the Hugli belt of West Bengal, while sugar — a weight-losing, seasonal industry — is ideally suited to the cooperative sector and is shifting south for higher sucrose content.

Mineral-based Industries: Iron-Steel and Aluminium
Iron and steel is the basic (key) industry because every other industry depends on it for machinery, and steel output is regarded as the index of a country's development. It is a heavy industry where both raw materials and products are bulky, so plants cluster on the Chhotanagpur plateau near cheap, high-grade iron ore. Aluminium smelting, the second most important metallurgical industry, converts bulky bauxite into a light, corrosion-resistant metal and is pulled towards an assured supply of cheap electricity.

- Chhotanagpur plateau has the maximum concentration of iron & steel industries.

Chemical, Fertilizer, Cement, Automobile and IT
The chemical industry (inorganic acids and alkalies, plus organic petrochemicals) is fast-growing and is its own largest consumer, with organic units sited near oil refineries. The fertilizer industry centres on nitrogenous (urea), phosphatic and complex N-P-K fertilizers, but potash is entirely imported as India lacks commercial reserves. Cement needs bulky limestone, silica and gypsum; the automobile industry boomed after the 1991 liberalisation; and IT-electronics, led by Bengaluru, is a major employment generator.

Why Industries Locate Where They Do
UPSC's core analytical demand from this chapter is the logic of industrial location. Weight-losing, bulky or perishable raw materials pull industries to the raw-material source (sugar near cane, iron-steel near ore, jute near the Hugli growing belt), while power-hungry industries like aluminium chase cheap, assured electricity. Market access, transport networks, ports, cheap labour and historical/colonial factors further shape industrial clusters.

Industrial Pollution and Environmental Degradation
Industrial growth carries a heavy environmental cost through four kinds of pollution — air, water, land and noise — to which thermal power plants also contribute. Air pollution comes from sulphur dioxide, carbon monoxide, particulates and smoke from refineries, smelters and chemical/paper plants, with toxic gas leaks like the Bhopal Gas tragedy (1984) being the most lethal. Water pollution results from organic and inorganic effluents — dyes, acids, detergents and heavy metals — discharged into rivers by paper, chemical, textile-dyeing, tannery and electroplating units.

Traps to avoid
- Producer vs exporter: India is the LARGEST producer of raw jute & goods but only the 2nd EXPORTER (after Bangladesh); for sugar it is 2nd producer but 1st in gur & khandsari — do not swap the ranks.
- After Partition the jute MILLS stayed in India (Hugli belt); it was about three-fourths of the raw-jute GROWING area that went to Bangladesh.
- Firsts get swapped: cotton mill = Mumbai 1854, jute mill = Rishra 1855, cement = Chennai 1904.
- Basic/key industry (classified by ROLE — supplies inputs to others) is not the same as heavy industry (classified by BULK/WEIGHT); iron & steel is both, but the criteria differ.
- Aluminium is the SECOND most important metallurgical industry, after iron & steel — not the first.
- Of N-P-K, only POTASH is fully imported (no Indian reserves); India does produce nitrogenous and phosphatic fertilizers.
