How humans convert nature into resources through technology and institutions, why those resources must be planned and conserved for sustainable development, and how India's land and soils are classified, used and protected.

What Counts as a Resource

NCERT defines a resource as anything in our environment usable to satisfy human needs, provided it is technologically accessible, economically feasible and culturally acceptable. Resources are therefore not 'free gifts of nature' — they are a function of human activity, created when people transform raw material through an interactive relationship between nature, technology and institutions. Human beings are themselves the most vital component of resources.

  • Three filters for a 'resource': technologically accessible + economically feasible + culturally acceptable.
  • Nature–Technology–Institutions triad: humans interact with nature via technology and build institutions to speed up development.
  • Resources are made, not merely found — human skill converts material into a resource.

How Resources Are Classified

The chapter classifies resources on four bases, a favourite Prelims matching set. Knowing the sub-types under each base is essential because UPSC tests the categories, not just the headings.

  • Origin: biotic (living) vs abiotic (non-living).
  • Exhaustibility: renewable vs non-renewable.
  • Ownership: individual, community, national, international.
  • Status of development: potential, developed, stock and reserve.

Why Resources Must Be Developed and Conserved

Treating resources as free gifts led to indiscriminate use and three major problems. The chapter argues that equitable distribution and conservation are essential for quality of life and global peace, making resource planning a precondition for sustainable existence.

  • Depletion to satisfy the greed of a few individuals.
  • Accumulation in few hands → society split into 'haves' and 'have-nots'.
  • Global ecological crises: global warming, ozone depletion, pollution, land degradation.
  • Gandhiji: 'enough for everybody's need, not anybody's greed'; favoured production by the masses over mass production.

Sustainable Development — Milestones and Thinkers

Sustainable development means development that does not damage the environment and does not compromise the needs of future generations. A chronological chain of global efforts builds this idea, which the Rio Earth Summit operationalised through Agenda 21.

  • Club of Rome — first systematic advocacy of resource conservation, 1968.
  • Schumacher's 'Small is Beautiful' (1974) revived Gandhian philosophy.
  • Brundtland Commission Report (1987) coined 'Sustainable Development'; published as 'Our Common Future'.
  • Rio Earth Summit 1992 (UNCED): Agenda 21, Forest Principles, declarations on climate change and biodiversity; each local body to frame its own Local Agenda 21.

Resource Planning in India

India's huge regional diversity — some regions resource-rich, others deficient — makes planning essential at national, state, regional and local levels. Planning is a three-step process pursued since the First Five Year Plan. But mere availability is not enough: matching technology, institutions and quality human resources is required, a lesson India learnt through colonial exploitation.

  • Three steps: (i) identification/inventory (survey, map, measure); (ii) planning structure with technology, skill and institutions; (iii) matching with national development plans.
  • Examples: Jharkhand/Chhattisgarh/MP rich in minerals & coal; Arunachal in water; Rajasthan in solar/wind but water-poor; Ladakh culturally rich but resource/infra-deficient.
  • Colonies were exploited because colonisers had superior technology — resources aid development only with technology + institutional change.
  • Resource-rich regions can be backward; resource-poor regions can be developed.

Land Resources and Land-Use Pattern

Land is a finite natural resource supporting vegetation, wildlife, economic activity and transport. India's relief splits into plains (43%), mountains (30%) and plateaus (27%). Land-use data is reported for only 93% of the 3.28 million sq km geographical area, and land is divided into standard utilisation categories.

  • Total geographical area = 3.28 million sq km; land-use data for 93% (NE except Assam, and PoK/China-occupied areas unsurveyed).
  • Categories: forests; land not available for cultivation; other uncultivated land; fallow lands; net sown area.
  • Net sown area = land actually sown and harvested; Gross cropped area = NSA + area sown more than once.

Land Degradation, Conservation and Soils

Human activities degrade land region-by-region, each with specific remedies. Soil — the most important natural resource — is a living system that takes millions of years to form a few centimetres, and India's varied relief and climate produce several soil types.

  • Degradation causes: mining (Jharkhand, Chhattisgarh, MP, Odisha); overgrazing (Gujarat, Rajasthan, MP, Maharashtra); over-irrigation/water-logging salinity (Punjab, Haryana, western UP).
  • Remedies: afforestation, regulated grazing, shelter belts, dune stabilisation, effluent treatment.
  • Alluvial soil (Indus-Ganga-Brahmaputra; Mahanadi-Godavari-Krishna-Kaveri deltas): Khadar = new, fine, fertile; Bangar = old, more kankar nodules.
  • Black soil = regur = black cotton soil, ideal for cotton, typical of the Deccan trap.

Khadar = newer, finer, more fertile alluvium; Bangar = older alluvium with more calcareous kankar nodules.
Regur
Black cotton soil of the Deccan trap, ideal for growing cotton.

Traps to avoid

  • Resources are NOT 'free gifts of nature' — NCERT stresses they are a function of human activity (technology + institutions).
  • Don't merge 'developed stock' — the development-status base has FOUR types: potential, developed, stock and reserve.
  • Brundtland (1987, 'Sustainable Development', Our Common Future) ≠ Rio (1992, Agenda 21) — don't swap the years or their outputs.
  • Khadar (new, finer, MORE fertile) vs Bangar (old, MORE kankar nodules) are routinely reversed.
  • 33% forest is only a target (NFP 1952); India's actual forest cover is far lower — never state India already has 33%.
  • Land-use data covers 93%, not 100%, of India's area; and GCA = NSA + area sown more than once, so the two are not the same.
